فَكَذَّبَ وَعَصَىٰ
Fakaththaba waAAasa
but he denied it and refused [the faith]
but he (Pharaoh) denied and disobeyed.

But Pharaoh did not take advantage of God’s mercy; he rejected Moses’ invitation in disobedience
