مَّنَّاعࣲ لِّلۡخَیۡرِ مُعۡتَدࣲ مُّرِیبٍ ٢٥
mannāʿin lil'khayri muʿ'tadin murībi
everyone who hindered good, was aggressive, caused others to doubt
